On 1 March 2011, for the great purpose of promoting communication in maritime law research and enhancing friendship between China and Japan, Prof. Takashi Hakoi accepted the invitation and chaired as Senior Legal Advisor of Hightime. Green Zhu and Prof. Hakoi signed Memorandum of Understanding and had photographs taken together as a souvenir.

Prof. Hakoi is a respectable scholar majored in maritime law in Japan. He bends himself to the communication and cooperation in maritime law among China, Korea and Japan and presently directs nearly 10 Chinese and Korean doctors to study for a P.h.D of maritime law in Waseda University. He has contributed greatly to communication and cooperation in maritime law between China and Japan and become Guest Professor of Dalian Maritime University since 2010.
