Ms. Pan joined Hightime in 2011 as legal consultant and became a practicing lawyer in 2021. She has extensive and in-depth studies in civil and administrative law with very good sense in legal issues.  She has great enthusiasm in legal studies in focal administrative legal issues and in improving China's administrative legal environment, including maritime administration, which enables her to give precise legal opinion to the point on both civil and administrative legal issues.
